Step One: You Receive a Bylaw Notice
- You may choose to either pay the Bylaw Notice or dispute it.
- You must file a dispute within 14 days of receiving the Bylaw Notice.
- If you do not file a dispute with Bylaw Services within 14 days, you will lose the opportunity to dispute it.
A Bylaw Notice Dispute Form can be hand delivered, mailed or emailed to:

Step Two: Bylaw Notice Dispute Process
The Screening Officer will receive and review the Bylaw Notice Dispute Form and is authorized by bylaw to:
- Cancel a Bylaw Notice
- Enter into a Compliance Agreement
- Uphold a Bylaw Notice
If the Screening Officer determines the Bylaw Notice is valid, you may request an Adjudication Hearing.
Step Three: Adjudication Hearing
If you choose to proceed with adjudication, a hearing date and time will be scheduled, and you will be notified.

Nelson, BC
At the Adjudication Hearing, evidence will be presented, and the Adjudicator will determine if the offence occurred. If the offence is confirmed, you must pay the full amount of the violation notice plus an additional $25 administrative fee. If the offence is determined not to have occurred, the violation notice will be cancelled, and no penalties will be imposed.
