Did you know….one of the primary objectives of Phase II of the Hall Street project is to reduce flooding at the intersection of Hall and Front Streets?
With the extreme and frequent rain events we have been experiencing, significant time was put into engineering a new solution.
Some of the obstacles that our engineers faced included:
1. the intersection of Hall Street and Front Street is an area where a large volume of storm water flow converges;2. the railway tracks are higher than the Front Street intersection and blocks overland flow of storm water;3. the current catch basins can’t capture the storm water quickly enough;4. trying to discharge this water into a single undersized storm pipe which is already full;5. the current outfall into the lake is underwater most of the year reducing the volume of discharge;6. existing road grades which drop off after the tracks; and,7. not wanting to lose parking in the City lot at the Prestige.
To move the volume of water we experience in one of these rain events, the only viable solution was to capture the overland flows through new high volume catch basins in the Front Street intersection and discharge this water into new high volume pipes that have sufficient capacity. This will be achieved by twinning and significantly upsizing the storm pipes and raising the lake outfall above the lake water level to allow the water to discharge faster.
In order to accommodate this much larger infrastructure and to be able to tie into the raised outfall at the lake, Hall Street needs to be raised through to the Lakeside Drive intersection. If this new raised road grade was carried into the parking lot, this would have resulted in more lost parking. The solution was to change the entrance way into the City parking lot at the Prestige.
